This document presents a proposal for establishing a Commonwealth Exports Credit Agency (ECA) specifically for the South Asian region. The central argument is that such an institution is necessary to bridge a significant export finance gap, particularly for Small and Medium-sized Enterprises (SMEs) and women entrepreneurs, who face numerous barriers in accessing traditional finance and export markets.
The proposal highlights the potential for this ECA to enhance trade competitiveness, empower businesses by providing tailored financial and non-financial services, and leverage the extensive South Asian diaspora as a key resource for both capital and expertise.
The paper recommends a phased implementation and a hybrid operational model, emphasising collaboration with existing national institutions and the SAARC Chamber of Commerce and Industry (SCCI).
